What is Referendum Question #4?
Referendum Question #4 asks voters to re-affirm or repeal HB1368, also
referred to as the Voters' Bill of Rights.
How did it get on the ballot?
This referendum was placed on the ballot to repeal the provisions on
early voting. Since then Maryland courts have declared early voting
unconstitutional, and thus the movement behind the referendum has
dissipated.
Why is it still important?
Since a referendum question cannot be removed once placed on the
ballot, we find ourselves in the position of being able to repeal the
remainder of HB1368.
Why should we repeal HB1368?
· Requires State Election Administrator Linda
Lamone to use electronic poll books in all polling sites;
· Requires a supermajority (4 out of 5 votes)
of the State Board of Elections to take any action that contravenes her
intended course of action.
Ms. Lamone's incomprehensible commitment to Diebold and their machines
resulted in the September primary fiasco, and has created such
uncertainty prior to the November General Election that elected
officials and candidates alike are calling on Maryland citizens to use
absentee ballots.
